59--COMMUNICATIONS BAR, IN REPAIR/MODIFICATION OF
The Navy requires repair of the COMMUNICATIONS BAR (CAGE 96169, ref EB-4969-1-V3), with the contractor allowed 90 days after receipt of carcasses to complete teardown/evaluation and submit a firm-fixed-price quote for full repair; the requested repair turnaround time is 95 days, and failure to meet it may result in price reductions. Award will be issued bilaterally, requiring contractor written acceptance, and will be DO-rated for national defense under DPAS; a 365-day option for increased quantity may be exercised. Offerors must be the OEM or an authorized distributor, providing OEM name/CAGE and a signed authorization letter, and must identify any separate packaging facility. Quotes must include estimated repair price for full repair, cost of new (actual or estimated) for evaluation, any exceptions, teardown/evaluation rate, RTAT, throughput constraint, and induction expiration date. Repair must comply with OEM specifications/drawings, MIL-STD-130 marking, MIL-STD-1686 ESD control, mercury-free requirements, and MIL-STD-2073 packaging, with inspection records retained 365 days after final delivery and a one-year warranty.
