The Navy requires manufacture of handwheel washers in accordance with NAVSEA drawing 6404600, Find No. 72, using QQ-N-281 Revision D Amendment 2, Class A, Form 1 material with a cold-drawn and stress-relieved finish acceptable in lieu of hot-finished for this solicitation and any resulting contract. The items are special-emphasis material for a critical shipboard system, so the contractor must maintain ISO 9001 quality and calibration systems, provide material certification/traceability, certificates of compliance, configuration/waiver/ECP controls, and support Government source quality assurance. Packaging requirements waive QUP/unit/intermediate packaging but require MIL-STD-129 labeling, adequate dunnage for authorized bulk packaging, thread protectors on external threads, and separate shipments by CLIN. The procurement is a total small business set-aside under Emergency Acquisition Flexibilities; award will be bilateral and DX-rated, with past performance considered. A one-year warranty from delivery applies.
