Synopsis Classification - 58 NAICS - 334511 SYNOPSIS NOTICE: Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) - Mechanicsburg intends to solicit and award a base five-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the procurement of items in support of the AN/SPS-75 TRS-3D AIR SEARCH RADAR SYSTEM as part of the TRS-3D AIR SEARCH RADAR SYSTEM. Major items include: NSN 5840-12-330-4571, P/N 54.2325.018.00, SYNTHESIZER; NSN 5840-12-344-1201, P/N: 54.2249.087.00, TRANSMITTER, RADAR. This action is being solicited and negotiated on a sole source basis with Hensoldt (CAGE 7Y2U0) in accordance with the statutory authority permitting other than full and open competition under 10 USC 3204(a)(1) as implemented by FAR 6.302-1. Hensoldt is the only source that has been qualified to supply the items by the In-Service Engineering Activity (ISEA). Hensoldt (CAGE 7Y2U0) is the OEM for these NIINS. They are the only responsible source and no other supplies or services will satisfy agency requirements. Government data rights or manufacturing knowledge is not available to permit acquisition from other sources, nor qualification of another part, nor use of a second source part in the intended application. Further, any new design would have to be approved by the Government ISEA. The time required for approval of a new design is normally such that an award cannot be delayed pending approval; thus, award of the subject requirement may continue based on fleet support needs. Interested vendors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government requirement with a commercial item within 15 days of this notice. The solicitation will be available no earlier than the response date for this synopsis. Paper copies of the solicitation will not be provided by the Navy. Approval of a source is required.
