Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) - Mechanicsburg intends to solicit and award five-year multiple award indefinite delivery indefinte quantity (IDIQ) contracts for Rubber Tiles, 1HM 5840-01-464-5007. The total estimated quantity over the five-year period is 80,000 tiles. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity, The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application, Naval Surface Warfare Center, Crane, IN. The time required for approval of a new design is normally such that an award cannot be delayed pending approval; thus, award of the subject requirement may continue based on fleet support needs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a more competitive procurement. Approval of a source is required. Naval Supply Systems Command Weapons Systems Support (NAVSUP WSS) Mechanicsburg is seeking eligible sources to furnish effort including labor, material, and facilities as may be required to manufacture Rubber Tiles, NSN 1HM 5840-01-464-5007. The Government intends to solicit and negotiate with a limited number of responsible sources under the authority of FAR 6.302-1. The Government does not possess or cannot provide the data necessary to manufacture the item. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice is not a request for competitive proposals. However, all responses received within thirteen days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete this requirement on a full and open basis, based upon responses to this notice, is solely within the discretion of the Government. Engineering source approval is required. NAVSUP WSS will not delay award while source approval is pending.
