Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) - Mechanicsburg intends to solicit and award a base five-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the repair of NSN: 7HE-2835-014526854, LINER, COMBUSTION CH. This action is being solicited and negotiated on a limited competitive basis with CAGE NUMBERS: 63005/38ZC7-ROLLS-ROYCE MARINE NORTH AMERICA INC and 36213-STANDARD AERO LTD in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1. Rolls-Royce and Standard Aero and are the only sources that has been qualified to perform these repairs by the in-service engineering activity (ISEA), Naval Surface Warfare Center, Crane, IN. Rolls-Royce CAGE 63005/38ZC7 is the OEM for this NIIN. Standard Aero CAGE 36213 is the only qualified repair source for these items. They are the only responsible sources and no other supplies or services will satisfy agency requirements. Government data rights or manufacturing knowledge is not available to permit acquisition from other sources, nor qualification of another part, nor use of a second source part in the intended application. Further, any new design would have to be approved by the Government ISEA, Naval Surface Warfare Center, Crane Division. The time required for approval of a new design is normally such that an award cannot be delayed pending approval; thus, award of the subject requirement may continue based on fleet support needs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a more competitive procurement. Approval of a source is required. The Government intends to solicit the only known repair sources: CAGE NUMBER: 36213 - STANDARD AERO LTD and 38ZC7-ROLLS-ROYCE MARINE NORTH AMERICA INC. for repair of all of the following: NSN: 7HE-2835-014526854, LINER,COMBUSTION CH All responsible sources may identify their interest and provide capability statements in response to this notice. This notice in not a request for competitive proposals. However, all responses received within 15 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete this requirement, on a full and open basis, based upon responses to this notice is solely within the discretion of the Government.
