NAVSUP WSS is looking to establish a Requirements Long-Term Contract (LTC) for the procurement of Multimeter test equipment that meets the attached Purchase Description (PD). The Requirements LTC will have a 3-year base with two 1-year options. The estimated annual demand is 63 units. There are two known large business concerns that can fulfill this requirement. Therefore, the proposed acquisition will not be set aside for small business. It is anticipated that a commercial multimeter can be modified to meet the attached PD. Therefore, this requirement will be based on FAR Part 12 and FAR Part 15. The solicitation for this requirement (N0010419QLC76) will be released with additional information that outlines this requirement. For instance, pricing is not requested since the offeror will be required to submit a Bid Sample that will be evaluated by the Navy Research Laboratory (NRL). If the submitted sample units are determined technically acceptable by NRL, the vendor will then be asked to provide pricing. This two-step process will be used to determine the Lowest Priced Technically Acceptable (LPTA).
