The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide the Commander, Naval Air Force Reserve (CNAFR) Aviation Maintenance Professionalism Safety Training. Commander, Naval Air Force Reserve (CNAFR) has the requirement to provide all CNAFR Aviation maintenance professionals, front line leaders and unit leaders throughout with comprehensive training in personal standards of conduct as professional aviation maintenance technicians in order to reduce the number and severity of aviation ground mishaps, the most ubiquitous type of mishap in Naval Aviation. The Department of the Navy seeks to decrease preventable incidents, preserving life and assets, thereby maintaining readiness. The Naval Safety Center (NAVSAFCEN) tracks data trends on all categories of Aviation mishaps and has noted that reportable mishaps have increased across all services between 2013 and 2019. According to the 1 December 2020 Report to the U.S. Congress from the National Committee on Military Aviation Safety (NCMAS) the increase in mishaps has occurred most in the Navy and Marine Corps. Aviation safety experts, by consensus, believe that tracking lower severity mishap rates, such as the Navy’s Class C mishap is a leading indicator of overall operational safety. The theory being that there is an approximately 40 to 1 relationship between lower severity mishaps and more costly Class B and Class A mishaps. Tracking the larger data set of Class C mishaps provides a greater level of fidelity in overall Safety of operations. It is CNAFR’s goal to flatten and reduce the trend of Class C mishaps through reduction in preventable maintenance compliance errors. Proper training of key military personnel has been identified as an urgent course of action. The Navy Reserve seeks all-inclusive training that includes complementary robust communication strategy and addresses maintenance personnel behaviors and attitudes that predispose units to unsafe maintenance practices. Training will include tracking of maintenance attitudes with respect to procedural compliance to include, complacency, OPTEMPO pressures, susceptibility to errors, fatigue, and professionalism. The Contractor shall provide tools for briefing and debriefing high-risk evolutions like, aircraft moves, crane operations, and ground turns. Training shall be delivered to all CNAFR Aviation Maintenance production rates as part of their professional indoctrination training. Training will also be delivered to Commanding Officers, Executive Officers, Command Master Chiefs, Front Line Supervisors and aviation maintenance personnel in order to solidify CNAFR intent throughout the chain of command.
