The Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award, on a sole source basis, a contract to Kihomac, Inc., for follow on sustainment of the MH-60S Next Generation Gunner Seat (NGGS). The proposed contract actions for the sustainment work are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Government has a requirement for the sustainment of the MH-60S NGGS. Kihomac is the original production manufacturer of the NGGS, a critical safety item; completed under a competitive contract. To avoid excessive cost and schedule delays in the sustainment work required, the Government intends to maintain the engineering and manufacturing knowledge gained by Kihomac under the initial production contract. The NGGS is a critical safety item, as such; it is in the Governments best interest to maintain the manufacture of original production parts for all follow on parts. This will reduce the risk of any tolerance issues that may lead to safety risk. The Government has a requirement to redesign and manufacture sub-components of the NGGS. These components need to begin delivery early May 2021. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
