Expeditionary Very Low Frequency (ExVLF) Transmitter System
The Navy is seeking mature commercial solutions for an Expeditionary Very Low Frequency (ExVLF) transmitter system that supports 24/7 data broadcast to maritime and shore-based receivers via an aerostat-lofted tethered antenna. The system must be containerized (preferably in a single 20-foot ISO container), hardened for rugged environments, interoperable with Government-furnished equipment, and include high-power tuning, signal generation, control/monitoring, mast/feedline, and ground plane subsystems. Desired enhancements include an integrated mobile power delivery system, next-generation transmitter technology, AI/ML-based automation and maintenance, resiliency/cybersecurity, and improved maintainability with supportability considerations. Work will begin with a prototype delivery phase with potential follow-on production, and may involve teaming; testing is expected at contractor locations and a government-arranged CONUS demonstration site. Interested companies must submit unclassified Phase 1 solution briefs via PIEE, with a five-page written or fifteen-slide limit, and will be evaluated through pitch and proposal phases.
