The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) Communication and Global Positioning System Navigation Program Office (PMW/A 170), intends to award a ten-year single award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract on a sole source basis to Raytheon Company, Space and Airborne Systems, 1001 Boston Post Road, Marlborough, MA 01752, for the continuation of Full Rate Production (FRP) of the Navy Multiband Terminal (NMT) system, modification kits, installation kits, spare parts, and engineering services, under the authority of Title 10 U.S.C. 3204(a)(1) (formerly 2304(c)(1)), Federal Acquisition Regulation (FAR) 6.302-1. The scope of the contract is anticipated to include the production and delivery of an estimated 202 fully qualified Navy Multiband Terminal (NMT) Ship, Submarine, and Shore variants for operation in the Q, Ka, and X frequency bands on the Advanced Extremely High Frequency (AEHF), Milstar, Ultra High Frequency Follow-on (UFO/E/EE), Interim Polar, Enhanced Polar System (EPS), Defense Satellite Communications System (DSCS) and Wideband Global SATCOM System (WGS) satellite constellations. The NMT variants consist of Communication Group (CG) and Antenna Group (AG) sub-systems. The RFP will include requirements for spares for each system and engineering support services. The engineering services will support tasking associated with testing, obsolescence issues, technical support, and NMT terminal deliveries. The engineering support services will also include software maintenance (e.g., recurring security patches and corrections to latent defects) and hardware repairs of Fleet and laboratory CG and AG Lowest Replaceable Units (LRUs) for extended lifecycle sustainment purposes, as well as hardware redesign to address obsolescence of system parts. These services will also include studies and design changes, potentially both hardware and software, to support interface changes required for connection to and operation with externally connected systems, external modems and other baseband equipment, time/frequency distribution systems, and navigation systems. These studies and design changes may also be required for functional changes within the NMT to enable or improve operations with compatible future MILSATCOM systems.
