In order to answer the questions prudently and in the best interest of supporting the Warfighter, taxpayers, and supporting the mission of PMW 130; time is needed. Understand industry will request more time and want the proposal due date extended. As a result from the received questions, an amendment will have to be issued, and within the amendment the proposal due date will be extended until September 12, 2022. The Draft Solicitation and attachments are specific to the effort. The intent of this DRAFT solicitation is to receive industry feedback on the solicitation package. All interested parties are invited to review all of the documents and provide any comments or questions. This Draft solicitation is not a request for proposals and is not to be construed as a commitment by the Government to award a contract, nor will the Government pay for any information submitted in response to this Draft RFP. Any information submitted in response to this Draft RFP will become property of the U.S. Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of this notice. Comments and questions on the Draft Solicitation and attachments are required no later than 21 January 2022 at 15:00 Pacific Time. The SHARKCAGE DRAFT solicitation contains attachments that are considered QUALIFYING CONTROLLED UNCLASSIFIED INFORMATION (CUI) and communications with industry will be restricted regarding those documents. All companies interested in obtaining access to the CUI documents are required to follow the instructions in provision L-317, Section 1.2 of the Draft Solicitation. The NDA will NOT be negotiated or changed for any reason. Upon receipt and approval of the SHARKCAGE CUI NDA by the Contracting Officer, the requested attachments will be made available to the company as specified in the Draft Solicitation. The Contracting Officer will only grant access to the controlled documents to the individuals named on the NDA. ******************************************************************* This synopsis serves to meet the requirement of FAR 5.201. The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Officer for Command, control, Communications, computers, & Intelligence (PEO C4I), Program Manager Warfare, Information Assurance and Cyber Security Program Office (PMW 130) intends to issue a Full and Open competitive Request for Proposal (RFP) for the procurement of SHARKCAGE Total Solution. SHARKCAGE is the U.S. Navy's DCO Analysis Enclave and is the means by which to achieve cyberspace detection-in-depth for maritime forces afloat and ashore. SHARKCAGE is the mechanism by which units, groups, and fleets will gain an attack sensing and warning (AS&W) capability from C4I networks – as well as indicators/warnings from combat systems, Hull, Mechanical & Electrical (HM&E), and Navigation networks; as well as how Commander, Task Force 1020/Navy Cyber Defense Operations Command (NCDOC), SOCs, FIOC-DCOs etc., will achieve unity of effort and economy of force across the Navy's DCO forces. This is considered to be a new requirement, NOT a follow-on. The Government anticipates issuing a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The contract will include one five-year base period and one five- year option period. The Government anticipates utilizing a Contract Line Item Number (CLIN) structure supporting Firm-Fixed-Price (FFP), Cost-Plus-Incentive-Fee (CPIF), Cost- Plus-Fixed-Fee (CPFF), and Cost-only pricing.
