This is a full and open competition. Companies are encouraged to monitor the Beta.SAM website for updates to the RFP. The Statement of Work, Contract Data Requirements List, specifications, standards, plans, drawings, (Exhibit A, and Attachments 1 – 3, 13 and 14) cited in this solicitation are not available for distribution but may be requested and examined by U.S. DoD contractors. Each company shall sign and return the fully completed Non-Disclosure Agreement (NDA) posted on the e-commerce site entitled, "Q PSM Bidder's NDA" to Ms. Yvette Tsui at Yvette.tsui@navy.mil in order to receive the documents. Any prospective subcontractors shall also be required to sign a separate NDA. Each company may request access for up to two (2) representatives. Any interested party requesting access to the aforementioned documents shall have an active DD 2345 on file with the Defense Logistics Agency (DLA). This synopsis serves to meet the synopsis requirement in FAR 5.201. The Naval Information Warfare Systems Command (NAVWARSYSCOM) in support of the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) Program Manager, Warfare (PMW) Cybersecurity Program Office (PMW 130) intends to release Request for Proposal (RFP) number N00039-21-R-9101 for the procurement of the engineering change, fabrication, integration, testing, production, and delivery of replacement Q Power Supply Modules (PSM) for the Q chassis. The Q is a multi-functional chassis designed to host equipment on U.S. Navy vessels. The ideal solution is to find a proven military power supply currently produced that can be modified for the Q application with minimal non-recurring engineering (NRE). The Government anticipates issuing a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract. The period of performance is expected to be three year base ordering period. The solicitation is anticipated to be released in first quarter fiscal year 2021. This will be a full and open competition utilizing best value/trade-off source selection procedures. This is a new effort. There is no incumbent contractor. The Draft Statement of Work is available for review by U.S. DoD Contractors ONLY. U.S. DoD Contractors can request the Draft SOW by completing the attached access instructions. Feedback on the draft Basic Contract SOW using track changes / comments is REQUESTED AND STRONGLY ENCOURAGED. It is important to note that the solicitation for this effort will also include documents whose distribution is limited to U.S. DoD Contractors.
