The Naval Information Warfare Systems Command (NAVWARSYSCOM), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and GPS Navigation Program Office (PMW/A 170), intends to award sole source modifications to Multiple Award Contracts (MAC) N00039-18-D-0008 and N00039-18-D-0009 for Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS) hardware production under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Sechan Electronics Inc., 525 Furnace Hills Pike, Lititz, PA 17543, and Micro USA Inc., 12875 Brookprinter Pl Ste 200, Poway, CA 92064. MAC N00039-18-D-0008 and N00039- 18-D-0009 were competitively awarded as a small business set-aside to Sechan Electronics and Micro USA respectively on 29 March 2018 for the production and delivery of GPNTS systems, spares, and associated engineering support services. The contract ordering period is (5) years. GPNTS is a single Program of Record (POR) for U.S. Navy ships and shore sites. GPNTS is the next generation Positioning, Navigation, and Timing (PNT) system for the surface fleet and will replace the legacy PNT systems to include Navigation Sensor System Interface (NAVSSI) and Satellite Signals Navigation Set (AN/WRN-6(V)). The subject modifications will increase the MAC ceiling under the current ordering period by $10.65 Million to allow for the anticipated procurement of sixteen (16) additional GPNTS systems and spares in March 2021. Sechan Electronics and Micro USA are the current hardware production contractors of the GPNTS system, and are the only two (2) contractors that can produce and deliver required FY21 GPNTS systems without an unacceptable delay to the Government. Based on the contract delivery requirements and an additional (3) months for Government check-out and shipping required after delivery, the FY21 GPNTS systems must be ordered in March 2021 to meet the Navy's GPNTS shipboard installation schedule. The estimated effective award date of the GPNTS hardware production follow-on contracts included in solicitation N0003920R0001, provision L-335, remains unchanged at 4/29/2021.
