The Naval Information Warfare Systems Command (NAVWAR) on behalf of the Program Executive Office for Digital and Enterprise Services (PEO Digital), Naval Enterprise Networks (NEN) program office (PMW 205) intends to issue a sole source solicitation for a contract extension of the Outside Continental United States (OCONUS) Naval Enterprise Network (ONE-Net) contract (Contract # N00039-17-D-0002, Solicitation # N00039-20- R-0112) to CSRA LLC, 3170 Fairview Park Drive, Falls Church, VA 22042-4516. ONE-Net is an Indefinite Delivery Indefinite Quantity (IDIQ) contract supporting PEO Digital PMW 205 and their provision of major mission essential tasks: 1) Service Desk (SD) Support, 2) Networks and Systems Operations (NASO) Support, 3) Field Services (FS) Support, 4) Information Assurance (IA) Services Support, 5) Network Technical Support (NTS), 6) Business Management Office (BMO) Support, 7) Tier II/III (T 2/3) Support, 8) Tier IV (T4) Support, and 9) HBSS Support. This prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplier or services will satisfy agency requirements. CSRA LLC currently possesses the operational knowledge to enable transition from the ONE NET contract (N00039-17-D-0002) to the Service Management, Integration and Transport (SMIT) contract (N00039-20-D-0054) and to maintain continuity of operations during the transition of services. The required efforts cannot be performed by any source other than CSRA LLC without substantial duplication of cost to the Government that is not expected to be recovered through competition. Additionally, award to any other source would result in an unacceptable delay in fulfilling the agencies requirements. CSRA LLC will continue to provide for operation and maintenance of the Navy Enterprise OCONUS Network while executing the transition of services to the SMIT contract. This contract extension follows the competitive follow-on SMIT contract award (N00039-20-D- 0054), for delivery of OCONUS ONE-Net services, which has come under protest, thus delaying the incumbent's transition of contracted ONE-Net services to the newly awarded follow-on SMIT contract. This acquisition will provide a contract extension for continuing IT services during the transition from the existing ONE-Net contract to the proposed Next Generation Enterprise Network Re-compete (NGEN-R) family of contracts in support of the Naval Enterprise Networks (NEN) program office (PMW 205). The contract extension will be a sole source contract extension to CSRA LLC and will provide services similar to those currently provided via the ONE-Net Firm Fixed Price IDIQ contract (N00039-17-D- 0002) that will facilitate the transition to the NGEN-R contract(s). Contract extension award is estimated to be effective 28 Dec 2020. The ONE Net contract contains FAR clause 52.217-8 Option to Extend Services which provides for extension of services up to 6 months, estimated not to exceed $17,400,000.00. The six-month option is planned to be priced using current contract pricing, and be used in combination with additional option not to exceed 3 months. The additional option is estimated not to exceed $10,400,000.00, as needed. The extension of services in combination with the additional option are necessary to extend the contract and ordering period from 28 Dec 2020 through 30 Sep 2021 to complete OCONUS transition and for continuing delivery of ONE Net services to OCONUS users until transition is complete. The prospective contract extension is planned to be a Firm-Fixed-Price (FFP) contract type, including cost reimbursable Other Direct Cost CLINs, with a performance period of up to 6 months with an added option to extend through 30 Sep 2021, for an estimated price of approximately $27,800,000.00, to be awarded in Fiscal Year 2021. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice. The North American Industry Classification System (NAICS) code for this requirement is 541513.
