The Naval Information Warfare Systems Command (NAVWAR) intends to award, on an other than full and open competition basis, a bridge contract extension to bridge contract number N00039-17-D-0002 with CSRA LLC, 3170 Fairview Park Drive, Falls Church, VA 22042-4516. The contract being extended is an indefinite quantity indefinite delivery contract supporting PEO-EIS PMW 205 and their provision of major mission essential tasks: 1) Service Desk (SD) Support, 2) Networks and Systems Operations (NASO) Support, 3) Field Services (FS) Support, 4) Information Assurance (IA) Services Support, 5) Network Technical Support (NTS), 6) Business Management Office (BMO) Support, 7) Tier II/III (T 2/3) Support, 8) Tier IV (T4) Support, and 9) HBSS Support. This prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplier or services will satisfy agency requirements. CSRA LLC is the contractor that currently possesses the operational knowledge to enable transition from the ONE NET contract (N00039-17-D-0002) to the SMIT contract (N00039-20-D-0054) and to maintain continuity of operations while the transition-off is conducted. The required efforts cannot be performed by any source other than CSRA LLC without substantial duplication of cost to the Government that is not expected to be recovered through competition. Additionally, award to any other source would result in an unacceptable delay in fulfilling the agencies requirements. CSRA LLC will be continuing to provide for operation and maintenance of the Navy Enterprise OCONUS Network while concurrently executing a transition-off the ONE NET Contract and task orders to permit the competitively awarded SMIT contractor to assume full acceptance of responsibility for service delivery under the follow-on contract award. This bridge contract extension follows a competitive follow-on contract award, referred to as SMIT, for delivery of OCONUS ONE-Net services, which has come under protest, thus delaying the incumbent's transition of contracted ONE-Net services to the newly awarded follow-on SMIT contract. This acquisition will provide a bridge contract extension for continuing IT services during the transition from the existing Outside Continental United States (OCONUS) Naval Enterprise Network (ONE-Net) bridge contract to the proposed Next Generation Enterprise Network Re-compete (NGEN-R) family of contracts in support of the Naval Enterprise Networks (NEN) program office PMW 205. The bridge contract extension will be a sole source contract extension to CSRA LLC and will provide services similar to those currently provided via the ONE-Net Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) bridge contract (N00039-17-D-0002) that will facilitate the transition to the NGEN-R contract(s). Contract extension award is estimated to be effective 1 June 2020. The period of performance will be for one 7-month performance period ending on 27 December 2020, to enable transition to the follow-on contractor's assumption of full operational responsibility for OCONUS service delivery. The prospective award is planned to be a Commercial Firm-Fixed-Price (FFP) type contract with a 7-month base period and an estimated price of approximately $3 million, to be awarded in Fiscal Year 2020. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice. The North American Industry Classification System (NAICS) code for this requirement is 541513.
