The purpose of this notice is to inform all parties that in accordance with 10 U.S.C. 3204 (a)(1) (FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements), the United States Navy, Naval Information Warfare Systems Command (NAVWARSYSCOM) intends to award a modification to Sole Source contract N00039-20-C-0013 to Lockheed Martin Sippican (LMS) located in Liverpool, NY. OE-592B Antennas and provisioning items will be procured on a Firm Fixed Price (FFP) basis. The OE-538 Antenna System is a single-service (submarine-unique), mast-mounted, multi-function antenna system that provides a Radio Frequency communication capability in the Very Low Frequency, Medium Frequency/ High Frequency, Very High Frequency, Ultra High Frequency (UHF) Line-of-Sight, UHF Follow-on Satellite frequency bands. In addition, it provides Identification Friend or Foe and Global Position System (GPS) capabilities for all submarine classes. The OE-538 Antenna System consists of the following components: OE-592 or OE-538 Antenna Radome Assembly (ARA), Interconnecting Cable Assembly, Junction Box, Hull Penetrator, and Antenna Control Unit (ACU). The OE-538/592A Antenna System is a modified OE-538/592Antenna System with added capabilities to support Mobile Users Objective Systems, Tactical Data Link via Link 16, and Iridium capabilities. The OE-538/592A Antenna System consists of the same components as the OE-538/592; however, the ACU is not needed since it will be controlled by the Radio Frequency Distribution and Antenna Control System, which is a component of the Common Submarine Radio Room Program of Record. The incremental upgrade of an OE-538/592 to OE-538/592A configuration only affects the ARA and does not require modification to the other three components. The OE-538/592B Antenna System is a modified OE-538/592A Antenna System with added capabilities to support the requirements for GPS Anti-Jam (AJ). The incremental upgrade of an OE-538/592 or OE-538/592A to OE-538/592B configuration only affects the ARA and does not require modification to the other components. The OE-592B Antenna System is the same as the OE-538B Antenna System except that it has a longer radome to accommodate the longer mast hoisting system. The Government requires delivery FY2026 Q2. Lockheed Martin Sippican (LMS) remains the only responsible source that is qualified to produce additional quantities of OE-538/592 hardware without unacceptable delay to the Government. This notice of intent is not a request for competitive proposals nor a solicitation of offers. The NAICS for this procurement is 334220 (with a Small Business Size Standard of 1,250 employees). Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
