The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Officer Space Systems and Navy Communications Satellite Program Office (PMW 146) intends to award purchase order N00039-19-P-0006 to provide sustainment of the Mobile User Objective System (MUOS) Radio Frequency Monitoring System (RFMS) at the MUOS Ground Station in Niscemi, Sicily. Authority for other than full and open competition is 41 U.S.C. 1901 as implemented by FAR 13.501(a). The incumbent provider, L-3 NARDA, is the only responsible source able to satisfy DON requirements at this time.
