The purpose of this notice is to inform all parties that the Naval Information Warfare Systems Command (NAVWARSYSCOM) intends to extend the scope of current sole source contract to Science Applications International Corporation (SAIC) in Reston, VA. SAIC is the original developer and owner of the Legacy Nova 3.0 software. As the developer, sole maintainer, and owner of all software data rights of the Nova software, SAIC has unique and detailed knowledge of the Nova architecture and software enhancement requirements. SAIC remains the only qualified source for the sustainment and maintenance of the Nova legacy software due to its team of experts that are highly specialized in proprietary Nova legacy software capability and maintenance. Because of its expertise and proprietary software tools, SAIC is the only vendor currently possessing the capability to immediately analyze software performance data, identify deficiencies, and provide the software engineering solutions to ensure uninterrupted service. The effort will cover continued services for simultaneous sustainment of both the Nova 3.x and MHS 1.x. The current Period of Performance (POP) ends 1 April 2023 and this 3-year extension would continue sustainment through 1 April 2026. This announcement is for subcontracting possibilities only. The NAICS for this procurement is 541511 (with a Small Business Size Standard of $30M). This notice of intent is not a request for competitive proposals nor a solicitation of offers.
