The purpose of this notice is to inform all parties that the Naval Information Warfare Systems Command (NAVWARSYSCOM) intends to extend the scope of current sole source contract to ViaSat Corporation (ViaSat) in Carlsbad, CA. ViaSat is the original designer and developer, sole production manufacturer and sole maintainer of the High Level VM300 architecture. The focus of both Joint UHF Military Satellite Communications (MILSATCOM) Network Integrated Control System (JMINI CS) and Integrated Waveform Control System (IW CS) is to support warfighters on the move with fast and effective communication. For uninterrupted access, both systems were mandated by NSA to upgrade VM300M hardware, and associated software and firmware by a quickly approaching (but otherwise manageable), classified date. The updated NSA certified VM300M cards, which include revisions to the TTAM algorithm, are used inside RT-1828, RT-1829, RT-1830, and DAMA Orderwire Channel Controller Trainer/Simulators (DOCCTS) products. The current Period of Performance (POP) ends 29 June 2026, so there is no POP extension required. This announcement is for subcontracting possibilities only. The NAICS for this procurement is 541511 (with a Small Business Size Standard of $30M). This notice of intent is not a request for competitive proposals nor a solicitation of offers.
