The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Officer Space Systems and Navy Communications Satellite Program Office (PMW 146) intends to modify contract N00039-04-C-2009 to provide a within-scope increase in contract ceiling for MUOS engineering and interim logistics services, technology refresh to replace obsolete replaceable components that are no longer produced, technical logistics data updates/revisions, spares, associated material and other direct costs. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302- 1, only one responsible source and no other supplies or services will satisfy agency requirements. The incumbent provider, Lockheed Martin Space Systems Company (LMSSC), is the only responsible source able to satisfy DON requirements at this time. No alternative source can ensure continuity of service without major disruptions. Contract N00039-04-C-2009, competitively awarded to LMSSC, provides for the design, development, and deployment of all MUOS ground equipment and software, the Common Air Interface MUOS waveform application and the design, development, and on-orbit deployment of five MUOS satellites, spares, interim logistics services and engineering services. Required engineering services includes analysis of the MUOS baseline designs and the development and implementation of engineering changes to address evolving Information Assurance (IA) requirements, resolve operational performance issues, and operationally certify the system and the waveform. Required Space Segment logistics support includes investigation and resolution of satellite anomalies, constellation maintenance, development of MUOS flight software updates, and performance analysis of all MUOS satellite subsystems. These improvements are needed to complete Multi- Service Operational Test and Evaluation (MOT&E) and achieve MUOS Full Operational Capability (FOC) as planned in FY20. The Government is not soliciting proposals in response to this synopsis. The solicitation will be issued without further notice. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
