Description The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis with Lockheed Martin Rotary and Mission Systems (LMRMS) (CAGE 56232), located in Uniondale, NY, a division of Lockheed Martin Corporation (LMCO), in order to provide the following efforts in support of the TRIDENT II Fleet Ballistic Missile (FBM) Strategic Weapon System (SWS) Navigation (NAV) Subsystem: NAV Subsystem development, material procurement, production, program technical engineering and fleet support. This effort is a follow-on and inextricably linked to the efforts currently supported under Strategic Systems Programs (SSP) NAV Technical Engineering Services (TES) contract N0003018C0002, and NAV Development contracts N0003017C0045, N0003018C0045; and follow-on OMNIBUS contract N0003019C0045 and N0003020C0045. The applicable NAICS code for this requirement is 541330. The impending FY 2023 contract will contain both U.S. and U.K. sponsored efforts starting in FY 2023, with certain line items periods of performance estimated through December 2026. As the designated TRIDENT Navigation Subsystem Integrator, LMRMS is the only known source with the requisite design background, system knowledge and operational experience relative to the TRIDENT II Navigation Subsystem capable of providing the required efforts within existing technical, cost and fleet schedule constraints. The contract will also include an option provision to increase the level-of-effort (term) line items up to 30%. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to use Part 12 for the acquisition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Strategic Systems Programs (SSP) seeks a cost-plus-incentive-fee (CPIF), and cost-plus fixed-fee (CPFF) type contract for the Strategic Weapon System (SWS) TRIDENT Fleet Support, SWS TRIDENT II SSP Shipboard Integration (SSI) Increment 8, SSI Increment 16, COLUMBIA Class and UK DREADNOUGHT Navigation Subsystem hardware and software design, testing, installation technical support services. This required effort is inextricably linked to the efforts currently supported under Strategic Systems Programs (SSP) NAV Technical Engineering Services (TES) contract N0003018C0002, and NAV Development contracts N0003018C0045; and follow-on N0003019C0045 and N0003020C0045 contracts, which were awarded on a sole-source basis to Lockheed Martin Rotary and Mission Systems. PURPOSE OF NOTICE: The Sources Sought is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. RESPONSE DEADLINE: Interested sources shall submit a capability package by July 30, 2021 (15 pages or less) containing: 1) Company Name and Address; 2) Company Point of Contact; 3) Email Address; 4) Phone Number; 5) Specifics addressing the tasking listed below and company's capability; 6) specifics addressing existing subject matter expertise of System Integration Support for the TRIDENT D5 FBM Navigation subsystem program; 7) Related past performance; and 8) General corporate information. Facilities and U.S. citizen personnel must have a Top Secret Clearance, and be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify and store classified documentation. Support development for the follow-on inertial navigator, and already has both the necessary test facilities and workforce that provide support to the Ship Submersible Ballistic Nuclear (SSBN) fleet without a break in service. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances if necessary, to perform the statement of work (SOW).
