Strategic Systems Programs (SSP) intends to issue a request for proposal on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) Parts 6 and 15 to The Charles Stark Draper Laboratory, Inc. (CSDL), 555 Technology Square, Cambridge, MA 02139-3539, the design agent and incumbent sole-source prime contractor for the TRIDENT II D5 Strategic Weapon System Guidance Subsystem. This effort will seek cost-plus-fixed-fee (CPFF) and fixed-price-incentive-firm (FPIF) type line items for Trident (D5) MK6 MOD1 Guidance Subsystem Production with failure verification, test, repair and recertification of Inertial Measurement Units, Electronic Assemblies, Sensors, and Electronic Modules. Major subcontractor support is anticipated to be provided by Honeywell International located in Clearwater, FL, General Dynamics Mission Systems, located in Pittsfield, MA, and Moog, Inc., located in East Aurora, NY. This effort is inextricably linked to work already being performed by CSDL under SSP Contract N0003021C0008, which was awarded using other than full and open competition. Interested vendors for lower tier subcontracting opportunities should contact these entities directly. A solicitation is not intended to be posted on the Government Point of Entry and instead directly with the subject contractor in accordance with the sole-source procedures under FAR Part 15.

No solicitation exists at this time. The Strategic Systems Programs (SSP) seeks a fixed price incentive firm (FPIF) and cost plus fixed fee (CPFF) type contract to support the Navy Strategic Guidance Subsystem. PURPOSE OF NOTICE: This Sources Sought is being posted in accordance with DFARS 206.302 (PGI 206.302-1(d)), which when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. As a result, this Sources Sought will be used as a Market Research tool to determine potential sources prior to determining the sole-source method of acquisition and any issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. SSP is only requesting capability statements from potential prime contractors at this time. RESPONSE DEADLINE: Interested sources shall submit a capability package by the deadline provided in this notice (10 pages or less) containing: 1) Company Name and Address, 2) Company Point of Contact, 3) Email Address, 4) Phone Number, 5) specifics addressing the tasking listed below and company's capability, 6) specifics addressing existing subject matter expertise of Strategic Weapon Systems Guidance and Reentry subsystems, 7) related past performance and 8) general corporate information. Facilities and citizen personnel must be U.S. citizens and possess a Secret Clearance or higher. The prime contractor must also be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify and store classified documentation. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor this Government Point of Entry website for additional information pertaining to any potential acquisition and provide security clearances if necessary to perform the subject effort. PERIOD OF PERFORMANCE: The anticipated period of performance will be from 01 February 2023 through 31 December 2027; which includes options for remaining production quantities. REQUIREMENT: The purpose of this FPIF/CPFF Production Contact is to provide SSP with: Perform design, analysis, test, procure, and manufacture material for service life related upgrades of Inertial Measurement Units (IMU), Electronic Assemblies (EA), and MK6 Guidance System related components. Including the electronics and inertial sensors. Provide labor and consumable material to meet the requirements of approved drawings for the Guidance System ongoing SPALT of MK6 MOD1 Guidance Systems and MK6 MOD1 SPALT material procurements. Procure end item material required to perform the MOD1 SPALT of MOD0 Guidance Systems. Option special project CLINs for emerging production and SPALT efforts. The incumbent contractor is Charles Stark Draper Laboratory, located in Cambridge, MA. This is a follow-on production effort to SSP Contract N0003021C0008, of which all previous efforts have been awarded on a sole-source basis.
