General Information Document Type: Pre-solicitation Notice Solicitation Number: N00030-23-Q-6045 Posted Date: March 15, 2023 Original Response Date: March 29, 2023 Current Response Date: March 29, 2023 Original Archive Date: March 29, 2023 Current Archive Date: March 29, 2023 Classification Code: 1427 – Guided Missile Subsystem Set-Aside: N/A NAICS Code: 541330 – Engineering Services Title FY23 NAVIGATION MODERNIZATION Point of Contact Maytee Montalvan, Contracting Specialist, Phone (703) 350-9603, FAX (202) 433-5394, Email Maytee.Montalvan@ssp.navy.mil Description The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis with Lockheed Martin Rotary and Mission Systems (LM RMS) (CAGE 56232), located in Uniondale, NY, a division of Lockheed Martin Corporation (LMCO), in order to provide the following efforts in support of the TRIDENT II Fleet Ballistic Missile (FBM) Strategic Weapon System (SWS) Navigation (NAV) Subsystem: NAV Subsystem Modernization. The efforts will include completing the Velocity Fusion Development, accelerate gravimeter algorithm development and integration, initiate Broadband Navigation Sonar (BBNS) Fleet Transition, initiate Hydrophone Array Modernization, and establish Dynamic Concept of Operation framework. This effort is a follow-on and inextricably linked to the efforts currently supported under Strategic Systems Programs (SSP) NAV Development contracts N00030-18-C-0045; and follow-on OMNIBUS contract N00030-19-C-0045, N00030-20-C-0045 and N0030-23-C-6045. The applicable NAICS code for this requirement is 541330. The impending N00030-23-C-6045 contract will cover a period of performance of two years. As the designated TRIDENT Navigation Subsystem Integrator, LM RMS is the only known source with the requisite design background, system knowledge and operational experience relative to the TRIDENT II Navigation Subsystem capable of providing the required efforts within existing technical, cost and fleet schedule constraints. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to use Part 12 for the acquisition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
