This is for a solicitation to be issued to EMCUBE Inc. (CAGE 02NW1) on a sole source basis for a cost-plus-fixed-fee level of effort type contract for acquisition, systems engineering, cybersecurity, training, and Research & Development (R&D) support services. The Period of Performance is 60 months (if all Options are exercised). An award notice will be publicized. The aforementioned support includes and requires the following: A. Nuclear Weapons Security (NWS) Acquisition, Systems Engineering, and Training Support such that the Contractor shall provide systems engineering services to SP30 Division in support of the Integrated Nuclear Weapons Security Systems (INWSS) acquisition, operational support and information assurance strategies. The Contractor shall provide cyber security support, including acting as the SP32 Information Systems Security Officer (ISSO), for coordinating, implementing and enforcing information system security policies, standards and methodologies. As SP30 and the prime contractor for NWS interface with other entities, the cyber security support shall extend beyond SP30 and the prime contractor, to interface with other entities. Any such activities shall be coordinated with the Contracting Officer’s Representative (COR) and SSP Chief Information Officer (SPCIO) as may be needed. The Contractor shall also provide analysis and recommendations for concepts of operations, organizational structures and alignment, alternative technical and programmatic approaches, future technologies and specific problem identification and resolution relative to the INWSS acquisition and operational support strategies and prime contractor’s statements of work, prime contractor’s INWSS acquisition and sustainment strategies; assist with evaluations of the INWSS prime contractor relative to contract requirements including performance parameters, cyber security and operational metrics; evaluate the prime contractor performance regarding incentives scoring and provide recommendations for modifications to address programmatic changes and emerging issues. The Contractor shall conduct necessary travel to perform these support activities. B. NWS Procurement Project Programmatic, Systems and Cyber-Security Engineering Support such that the Contractor shall support SP30 Division INWSS procurement project activities, including developing, reviewing and providing recommendations on project and technical aspects. Cyber security support, including acting as the SP32 ISSO for coordinating, implementing and enforcing information system security policies, standards and methodologies for procurement projects. As SP30 and the prime contractor for NWS interface with other entities, the cyber security support shall extend beyond SP30 and the prime contractor, to interface with these other entities. Any such activities shall be coordinated with the COR and SPCIO as may be needed. provide analysis and recommendations for project concepts of operations, organizational structures and alignment, training and logistical support planning, alternative technical and programmatic approaches, advanced technologies and specific problem identification and resolution relative to INWSS procurement projects during the project development and implementation The Contractor shall provide analysis and recommendations for concepts of operations, organizational structures and alignment, alternative technical and programmatic approaches, future technologies and specific problem identification and resolution relative to the INWSS acquisition and operational support strategies and prime contractor’s statements of work, prime contractor’s INWSS acquisition and sustainment strategies; assist with evaluations of the INWSS prime contractor relative to contract requirements including performance parameters, cyber security and operational metrics; evaluate the prime contractor performance regarding incentives scoring and provide recommendations for modifications to address programmatic changes and emerging issues. The Contractor shall conduct necessary travel to perform these support activities; and C. NWS Research and Development Support such that the Contractor shall review, conduct assessments and evaluations, and provide recommendations on NWS special studies, NWS Research and Development Technology Projects, associated transition plans to include required production, integration, safety, cyber, electromagnetic environmental effects, and operational planning, and associated integration testing appropriate for capabilities and projects as directed by the Government. The Contractor shall conduct necessary travel to perform the above support activities. The contract award is estimated to be in August 2022, and the applicable NAICS code for this requirement is 541330. The applicable Product Service Code is R425 (Support- Professional: Engineering/Technical). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen (15) days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Purpose: In accordance with FAR Part 10, Strategic Systems Programs (SSP) is conducting market research to identify businesses capable of providing Technical Engineering Services to the Nuclear Weapons Surety Directorate. The SSN is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. This requirement is for a potential SSP FY22 procurement involving Integrated Nuclear Weapons Surety/Nuclear Weapons Security (NWS) Program Technical Support; NWS Research and Development; NWS Acquisition, and NWS Training. Requirements: The Contractor must demonstrate the capability to provide the services as detailed below. This list is not all inclusive: 1. NWS Technical Support experience Subject matter expertise and support to advise on risks and implementation in NWS technical domains. Specific focus includes NWS Cyber Security Support for coordinating, implementing and enforcing NWS specific information system security policies, standards and methodologies. Subject matter expertise in US Navy NWS concepts of operations, organizational and reporting structures, Strategic Weapons Facility operations, and analysis supporting improved operations in recommending alternative technical and programmatic approaches. Subject matter expertise in NWS project execution supporting evaluation of performance parameters, cyber security, risks and operational metrics. NWS Program Support in providing program and project management planning and assessment. 2. NWS Research and Development support experience Subject matter expertise in advising on US Navy NWS equities in the Physical Security domain providing engineering and technical assessment of RDT&E projects addressing capability gaps and emerging threats. 3. NWS Acquisition Activities experience Subject matter expertise across the procurement lifecycle in NWS acquisition and sustainment strategy formulation and implementation including: NWS acquisition strategy assessments NWS acquisition plan reviews NWS acquisition documentation support 4. NWS Training experience Subject matter expertise on US Navy NWS processes, procedures, and instructions facilitating the acquisition and sustainment of equipment. Translating NWS subject matter expertise into acquisition and sustainment branch specific training curriculum in the NWS domain. Providing NWS training instruction and instructional materials analysis, design, development, implementation, materials management and evaluation of effectiveness. Facilitating updates to NWS acquisition and sustainment branch processes, procedures and instructions as a closed loop process of training and acquisition systems improvement. Security and Other Special Guidelines: Secret level clearance would be required. Up to Top Secret clearance may be required for some positions. The contractor would be required to travel in performance of this effort.
