This Pre-solicitation Notice is being posted in accordance with FAR 5.203(d). The Strategic Systems Programs (SSP) Headquarters, Washington, D.C. intends to solicit, negotiate, and award a sole-source, Cost Plus Fixed-Fee Delivery Order against Basic Ordering Agreement (BOA) N00030-18-G-0013 with Electric Boat Corporation, 75 Eastern Point Rd. Groton CT 06340. This Delivery Order shall require the contractor to deliver Shipboard Integration (SSI) Increment 8 Electrostatically Supported Gyro Navigator (ESGN) Replacements for the United Kingdom Alteration (UKALT) UKALT Design Documentation Package (DDP). Electric Boat Corporation is the Navy’s designated OHIO Ship Design Agent (SDA) and is the only contractor that possesses the required platform integration, design knowledge, and technical expertise in the TRIDENT II submarine design, the Strategic Weapon Support System design, and the Strategic Weapon Systems in order to execute this ESGN requirement. As a result, this requirement falls within the scope and authorization provided in BOA N00030-18-G-0013 Class Justification and Approval Nosp 18,043 executed under the authority of 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Further, this Delivery Order is inextricably linked to on-going Strategic Weapon Support System ESGN hardware design, development, and delivery efforts performed by Electric Boat Corporation and under Electric Boat Corporation's purview as the SDA.
