Strategic Systems Program (SSP) intends to procure and award a Basic Ordering Agreement (BOA) Order under BOA N00030-19-G-0038 to General Dynamics Mission Systems (GDMS), Pittsfield, MA to build, inspect, test and deliver long lead material for the SSBN-R program. This material will consist of Mockups, Fixtures, Power Distribution Panels, and Transformers. This order is being awarded on a sole source basis in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C.2304(c)(1), as implemented by FAR Part 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Negotiations will be conducted with General Dynamics Mission Systems (GDMS), Pittsfield, MA. GDMS is the sole manufacturer of the Trident (II) D5 Strategic Weapon System (SWS) Fire Control System and the only source with an in-depth knowledge and expertise and in-place capability to perform the required effort. INTRODUCTION SOURCES SOUGHT NOTICE IAW PGI 206.302-1, SSP is currently conducting market research to identify any other potential and eligible vendors capable of fulfilling the requirements described in paragraph C below. NOTE: The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. C. REQUIREMENT The Contractor shall provide support for Strategic Systems Programs Alteration (SPALT) 30365 (SSBN FIRE CONTROL REPLACEMENT SYSTEM) – US/UK SSBN Replacement as defined in OD 68538 Vol. 1 dated 26 July 2018, Program Plan for the US/UK SSBN Replacement SPALT, and the T9001B checklist as modified May 21, 2018, Fire Control Type, Production Phase, incorporated as part of the basic ordering agreement. In support of these efforts, the Contractor shall: 1. Build, inspect, test and deliver long lead material for the US02 SPALT Kit Long Lead Material Kit #1. 2. Build, inspect, test and deliver long lead material for the US02 SPALT Kit Long Lead Material Kit #2. 3. Build, inspect, test and deliver long lead material for the US02 SPALT Kit Long Lead Material Kit #3. 4. Deliver Monthly Financial Status Reports. The Contractor shall contract to transport government owned SPALT kits to locations in support of General Dynamics Electric Boat (GDEB) Ready in Yard (RIY) milestone dates. 1. Deliver records for any shipment of government owned equipment. D. RESPONSE DEADLINE Interested sources shall submit a brief capability package by 4:00pm EST on November 23, 2020 (10 pages or less) containing: 1) Company Name and Address, 2) Company Point of Contact, 3) Email Address, 4) Phone Number, 5) specifics addressing the tasking listed above and the company's capability, 6) related past performance, and 8) general corporate information. Facilities and US citizen personnel must have a Secret Clearance or higher, and be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify and store classified documentation Responders shall indicate which portions of their response are proprietary and should mark them accordingly. It is the responsibility of the interested businesses to monitor the BETA.SAM.GOV website for additional information pertaining to any potential acquisition and provide security clearances if necessary.
