The Strategic Systems Programs intends to issue a sole source contract to Imes, Inc. for the Advanced Technical Support of critical production and processing cranes. The principal elements of this procurement are operation, maintenance, grooming of installed Crane Condition Monitoring (CCM) system; interpretation and analysis of data acquired by site-specific customized CCM; performing risk analysis of evaluated cranes; and recommending, designing, and performing specific, detailed crane investigations based on crane condition and customer approval. These elements require intimate knowledge of the installed CCM system to include complete understanding of the system architecture, characterization of the components of the system, and necessary offsets and balance of components to achieve accurate system performance. Additionally, and more particularly, these principal elements require (1) demonstrated capability of acoustic emission (AE) structural analysis of the crane structural components which is required for detailed analyses resulting from CCM indications and (2) detailed, practiced expertise in risk analysis as required in the SSP SWS environment. AE extant characterization of cranes is the baseline for these analyses. Imes, Inc. is the only business offering these services with existing application to the current contract requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. 5.0 Purpose In accordance with FAR Part 10, SSP is conducting market research to identify businesses capable of managing and performing crane condition monitoring. SSP is seeking capability statements which identify vendor capabilities to perform/execute the requirements identified in Section 6. Potential sources must have demonstrated functional and technical expertise to execute the requirements with personnel who have first-hand experience in the performance of crane monitoring and associated system operation. 6.0 Description of Requirements SSP requires contractor support and employ its facilities, personnel at the level of effort set forth in below, services of others, and materials, to perform the following: provide support to SSP and the Field Activities in the form of an analysis, reports, and investigations related to the facility cranes provide continued Crane Condition Monitoring (CCM) system operation and maintenance for each facility crane with a CCM system provide a complete risk assessment (design and operational condition) of facility cranes fitted including utilization of Acoustic Emissions (AE) data on file evaluate issues arising from risk assessments and propose mitigation activity collect and analyze data from CCM systems integrate data from CCM systems with risk assessment activity to prepare optimal inspection and maintenance regime for each facility crane with a CCM system 7.0 Period of Performance The Period of Performance is estimated to be 60 months. 8.0 Place of Performance Various U.S. Cites 9.0 Capability Package Submittal Requirements Interested sources should submit a capability package in Microsoft Word (Office compatible format) or PDF format using Times New Roman 12-point font and 1” margins.
