Synopsis This SOURCES SOUGHT NOTICE (SSN) is issued to assist the Agency in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Purpose In accordance with FAR Part 10, Strategic Systems Programs (SSP) is conducting market research to identify businesses capable of providing Engineering Services. The SSN is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. This requirement is for a potential SSP FY21 procurement involving Nuclear Weapons Security (NWS) Research, Development, and Project Management; NWS Program Technical Support; Facilities Program and Technical Management Support; Program Management Office (PMO) NWS/Strategic Weapon System (SWS) Support Equipment Overhaul; SWS Support; Launch Area Support Ship (LASS) Support; Security Program, and Technical Management Support; and Navy Nuclear Deterrence Mission (NNDM) Support and Project Management Office Support. Requirements: The Contractor must demonstrate the capability to provide the services as detailed below. This list is not all inclusive: 1. NWS Research, Development, Project Management experience NWS Research and Development Management of up to ten (10) RDT&E projects 2. NWS Program Technical Support experience NWS Engineering and technical assessment of the weapons systems, subsystems and components associated with the Nuclear Surety Program NWS Systems Engineering Support in preparing program structure, coordinating and assessing requirements trades leading to the establishment of program goals NWS Transit Protection System Fleet Liaison to support systems engineering, technical assessment, and Fleet Liaison NWS Concept of Operations (CONOPS), Concept Definition, and Command, Control, Communication, and computer and Intelligence Support NWS Program Support in providing program and project management planning and assessment 3. Facilities Program and Technical Management Support experience Facilities Program Management Technical and Sustainment Support Facilities Program Management Architectural Support Facilities Technician to provide administrative and technical support functions necessary Mail Room Support to provide administrative and mail room support functions necessary 4. PMO NWS/SWS Support Equipment experience Technical Support to conduct report reports, surveys, assessments and technical analysis Program Management Support to facilitate and integrate PMO Shipboard Systems Program (SPS) core organizational processes System Engineering and Integration Support Fleet Documentation to provide Technical Editing assistance to PMO for the SWS/Integrated Nuclear Weapons Safety and Security (INWSS) program Program Analysis Support Quick Reaction Support in various areas both technical, programmatic, and administrative 5. SWS Support experience System Engineering and Integration Support in managing of interfaces such as Configuration Control Board (CCB), Risk Management, Systems Engineering, and Fleet Activity Teams between various stakeholders and working group/teams for integration of the program office capabilities Fleet Documentation to provide Technical Editing assistance such as documentation support for projects as requested, including writing, editing, coordinating reviews of technical and procedural documents, and performing tasks within systems specific to SSP (i.e. DOORS, LiveLink, etc.) to set up and maintain customer and internal documentation Program Analysis Support to facilitate program integration and maximize efficiencies in the program 6. LASS Support experience 7. Security Program, and Technical Management Support experience Security Operations and Integration Support to provide security program operational, administrative and integration support 8. NNDM Support and Project Management Office Support experience Policy Formulation Support Cybersecurity (CS) Support in implementing rigorous CS Vulnerability Management (CSVM) process across NNDM activities Security and Other Special Guidelines Secret level clearance would be required. Up to Top Secret clearance may be required for some positions. The contractor would be required to travel in performance of this effort. Capability Package Submittal Requirements Interested sources shall submit a capability package in Microsoft Word (compatible format) or PDF format that is restricted to no more than five (5) 8.5 X 11 inch pages, in Times New Roman font no smaller than 10 point. Packages are due no later than Thursday, 4 June 2020, 1200 (EST) and shall be submitted via e-mail to Righthero Phillips at righthero.phillips@ssp.navy.mil ALL submittals shall include the following information: --Company Administrative Information, including: --Company Name; --Company Point of Contact (email and phone) and Title; --Company Address; --DUNS No; and --CAGE Code -Under which NAICS code(s) do you currently provide similar services? -Identify your small business socio-economic status (if applicable). -Specifics addressing the subject matter expertise, capability, and experience with regard to the products and services described above. -Related past performance information. Facilities and US citizen personnel must have a Secret Clearance or higher, and be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify, and store classified documentation. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued.
