This SOURCES SOUGHT NOTICE (SSN) is issued to assist SSP in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Description of Requirements In accordance with FAR Part 10, SSP is conducting market research to identify sources for engineering services emphasizing in aerospace design and sustainment. Potential sources must have the ability to or have a thorough understanding of the following: • perform analytical engineering on structural/ mechanical/ propulsion on missile systems as well as highway/railroad/sea transportation systems while considering nuclear environments • perform stress analysis and fracture mechanics in linear and non linear stress regions; analyze performance of structural systems; develop stress models and simulate system performance; characterize materials, adhesives, and welding performance; determine materials properties, analyze ageing phenomenology, material degradation and corrosion control, evaluate vibration, acoustic, and tribology behaviors, all as applied to engineering structures and materials (organic, inorganic, composite materials, elastomers, ceramics, metallurgy) • aerospace materials including understanding of specifications such as Metallic Materials Properties Development & Standardization (MMPDS) or MILHBK-5 and Composite Materials Handbook (CMH-17) • conduct root cause failure analysis to include material investigations and physics-based root-cause investigations, conduct manufacturing investigations/product assurance investigations, and determine degradation mechanisms • test structural systems to characterize material response, perform accelerated materials ageing, and identify material composition through characterization and laboratory techniques • conduct and or digitally model full-scale or subscale testing of complex structures to determine responses to a wide range of loads and response time frames • research, assess, and critique manufacturing and production techniques while considering nuclear environments • conduct, analyze, and investigate process/production improvements to include traditional manufacturing techniques along with emerging manufacturing techniques (such as Additive Manufacturing) • conduct, analyze, and investigate non-destructive techniques for failure analysis and quality control Prospective sources must provide a current list of accessible test facilities, test laboratories, and analytical capabilities and show relevant applications within past 5 years. Facilities and US citizen Personnel must have Secret Clearance or Higher, and be International Traffic in Arms Regulations (ITAR) compliant. Capability Package Submittal Requirements Interested sources should submit a capability package in Microsoft Word (Office compatible format) or PDF format using Times New Roman 12 point font and 1" margins.
