NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION SOURCES SOUGHT NOTICE IAW PGI 206.302-1, SSP is currently conducting market research to identify any other potential and eligible vendors capable of fulfilling the requirements described in paragraphs A through D below. NOTE: The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. PRODUCT / SERVICE DESCRIPTION A. Strategic Planning and Policy The Contractor shall support Strategic Systems Programs (SSP) in the preparation of integrated Program Plans and with assessments of alternative strategic nuclear and conventional strike program options, including how those options will directly or indirectly affect various portions of SSP's program. Particular attention shall be given to external program influences; using an in-depth knowledge of evolving national, strategic and nuclear weapons policies and of the SSP program, Contractor will evaluate internal and external decision space impacts. Tasks may include the following: 1. Conducting reviews of current and proposed policy initiatives, such as assisting SSP in analyzing the Nuclear Posture Review or other similar Policy documents, identifying impacts on SSP policies and procedures and recommending Program changes to ensure compliance. 2. Making projections of future strategic environments. 3. Sustaining, recommending changes to, and updating the "Nuclear Deterrence and the Navy" seminar and presenting it as required to key DoD and Navy leadership and other personnel including Strategic Systems Programs personnel and SSBN PCO/PXO classes. 4. Assisting in the preparation of the command vision and strategies and communication of those objectives to organizations. 5. Supporting the development of integrated Program Plans, with Branch coordination and input; and, development of command Research and Development (R&D) roadmaps, and assessment of priorities. B. Program Support The Contractor shall work closely with SSP in order to insure completeness, accuracy and timeliness of data used in connection with analyses, strategies and assessments. The Contractor shall support program activities to include the following: 1. Representing SSP Program interests within the S&T and R&D initiative processes of the submarine force and Navy, including providing programmatic, meeting and analytical support for the various Submarine Technology (SUBTECH) Integrated Process Teams (IPT) with SSP interest/value, and leveraging previous assessments, analysis and technology development, meeting and working group participation to support SSP collaboration/coordination with key ONR, DARPA, and Warfare Center Subject Matter Experts. 2. Assisting in the planning and scheduling of submarine force maintenance and upgrades to ensure the ability to meet strategic commitments. The Contractor will build, maintain and apply optimization toolsets to provide schedules that accommodate Strategic Weapons Facilities (SWFs), Intermediate Maintenance Facilities (IMFs), dry-docks, and specific Fleet requirements. 3. Assisting in the development of Program Plans, costs and descriptions, and responses to external inquiries. 4. Assisting in development of program acquisition strategies and supporting documentation. C. Assessments and Special Studies The Contractor shall provide SSP with assessments of broad weapon system program issues. A principal objective in this task area is to identify and evaluate technical and programmatic options for weapons systems of the future. The assessments shall be conducted with a view toward reducing costs and increasing effectiveness. Areas of assessment and Special Studies include the following: 1. Technical, operational, and programmatic trades for alternative weapon system program technical options. 2. Cost-effectiveness of current and future weapon systems. 3. Technical, effectiveness, collateral damage, threat, policy and budgetary motivations for new or improved Submarine Launched Ballistic Missile (SLBM) or SSBN systems (or other weapon system under the direction of SSP). 4. Operational scheduling of SSBN (or ship) deployments and overhauls. 5. Scheduling of R&D milestones, Initial Operational Capability (IOC), Full Operational Capability (FOC), and retirement of current and future SLBM weapon systems. 6. Threats and how they integrate into SSP Program Planning D. Arms Control Support The Contractor shall make available and employ its facilities, personnel, services of others, and materials, and shall use its best efforts to perform the following technical services in support of SSP for arms control compliance: 1. Provide the maintenance of SPARTANS notification systems and ancillary programs for internal tracking of accountable assets and the provision of data notifications for all nuclear Treaties. Maintain backup capabilities for SPARTANS systems and data. Coordinate with DTRA, Joint Staff, and other DOD agencies on reporting requirements and implementation of interface with the DTRA notification systems. 2. Provide rapid turnaround programmatic support for responding to DOD and Joint Staff arms control requirements including support on evolving requirements. 3. Provide detailed assessments of current and emerging strategic nuclear arms control treaties and agreements and their potential impacts to the SSP Program, the US Navy and the nation. Assessments include definition and evaluation of SLBM force posture options, strategies for meeting reporting requirements, and briefings and white papers on arms control requirements and their impacts. PERFORMANCE REQUIREMENTS • Knowledge of SSP/Ohio Class Submarine Nuclear Deterrence, Alternative Strategic Nuclear and Conventional Strike Programs. • Knowledge of 2018 Nuclear Posture Review (NPR) with emphasis on DoD implementation. • Specific National Strategic and Nuclear Triad expertise. • Knowledge of Submarine force Maintenance/Upgrades and Force Planning. • Knowledge of models and methodologies to conduct independent SSP assessments and special studies on future concepts. • Independent Operational Effectiveness Analysis. • R&D Capabilities in related areas. • Knowledge of the New START Treaty, DOD and SSP Arms Control requirements and execution. • Knowledge, experience, and the ability to perform maintenance on the classified and unclassified SPARTANS notification system and the interface with ACES. • SCI & Top Secret Clearance Required.
