Strategic Systems Program (SSP) intends to procure and award a Basic Ordering Agreement (BOA) Order under BOA N00030-19-G-0038 to General Dynamics Mission Systems (GDMS), Pittsfield, MA to update the Operating System (OS) to the Maintenance Information Network (MIN) Portable Computing Devices (PCDs) to allow for continued print capability on a Cybersecurity compliant host environment. This task will be accomplished via Universal Serial Bus (USB) direct connection between the PCD and MIN Printer through a SPALT Proposal SPALT deployment to ensure Missile Technician (MT) Continuum commonality. The contractor shall perform development efforts in accordance with the T9001B checklist as modified May 21, 2018, Fire Control Type, Development Phase, and approved Program Tailoring documentation, incorporated as part of the basic ordering agreement. This order is being awarded on a sole source basis in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C.2304(c)(1), as implemented by FAR Part 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Negotiations will be conducted with General Dynamics Mission Systems (GDMS), Pittsfield, MA. GDMS is the sole manufacturer of the Trident (II) D5 Strategic Weapon System (SWS) Fire Control System and the only source with an in-depth knowledge and expertise and in-place capability to perform the required effort. The Contractor shall update the Operating System (OS) to the Maintenance Information Network (MIN) Portable Computing Devices (PCDs) to allow for continued print capability on a Cybersecurity compliant host environment. In support of these efforts, the Contractor shall: Conduct a combined Systems and Hardware Requirements / Preliminary Design / Critical Design Review (SYS/HW-RR/PDR/CDR) for the MIN Interim Solution. Conduct a combined Provisioning Conference / Production Readiness Review (PRR) for the MIN Interim Solution. Conduct a combined Fleet Documentation Requirements / Preliminary Design / Critical Design Review (DOC-RR/PDR/CDR) for the MIN Interim Solution. Conduct a combined Software Deployment Readiness Review (SWDRR) / Installation Readiness Review (IRR) for the MIN Interim Solution. Prepare and deliver Final SPALT Documentation. Prepare and deliver a SPALT Installation Report. Prepare and deliver a MIN Cybersecurity Memorandum to File (MTF). Develop and deliver a Fleet Documentation AMIN M2 TIDB update in support of MIN Interim Solution. Develop and deliver an OD 68391 (SSPETD Binder) update in support of MIN Interim Solution. Deliver seven (7) SPALT Installation Kits. Deliver four (4) On Board Repair Parts Kits. Deliver two (2) Supply System Spares Kits.
