A Cost-Plus-Fixed-Fee (CPFF), Level of Effort (LOE) (Term) contract was determined to be the most appropriate contract type for this effort since the exact nature and the extent of work covered by this contract, as well as the precise method of performing the work, cannot be clearly defined far enough in advance. A term contract is required in order to provide flexibility, as the exact hours to complete the tasking cannot be estimated with enough certainty. Furthermore, the cost of performing the work cannot be accurately forecasted to permit the undertaking of such work on a fixed-price type contract basis.
