Strategic Systems Programs (SSP) intends to contract with General Dynamics Electric Boat Corporation (GDEB) of Groton, CT. The Government requires the Contractor to design, develop, and provide the associated system engineering support for the COLUMBIA Class submarine (CLB) Strategic Weapons Support Systems (SWSS) Trainer System including development and fabrication of a tactical voice Interior Communication (ICS) Systems for the Strategic Weapon Training System (SWTS) program at the Kings Bay TRIDENT Training Facility. GDEB is the Navy’s ship design agent (SDA) for the CBL Class ship and as the SDA, only GDEB possesses the requisite specialized CLB ship design knowledge and inherent knowledge, experience, and expertise in all facets of CBL/SSBN ship design, development, construction, maintenance, and corresponding training requirements to execute these requirements. The period of performance for the Level of Effort requirements will be from May 1, 2022 to April 30, 2023, with four one-year options with a total period of performance from May 1, 2022 through April 30, 2026. The completion tasks will be completed 31 December 2024. The contract will also include provisions that would allow for level of effort increases up to 30%. Award will be made using other than full and open competition to GDEB of Groton, CT. No Solicitation package is available. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. While all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, this notice of intent is not a request for competitive proposals. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
