This synopsis is hereby issued in accordance with FAR Part 5.203. The purpose of this synopsis is to announce Strategic Systems Programs (SSP) intent to solicit, negotiate, and award a Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort (LOE) type contract and subsequent modifications on a sole -source basis to: JRC Integrated Systems, Inc. (Cage: 3QQY3) located at 1201 M St SE St G40 Washington, DC, 20003-3702 for Strategic Weapons Systems (SWS) Launcher Subsystem Deployed System Support, Columbia/Dreadnought Launcher Program Support, Flight Test Instrumentation (FTI) Planning and Support, Spectrum Allocation and Frequency Assignment Support, Trident II D5 Life Extension Two (D5LE2) Support, and D5 SLBM Weapon System Flight Test Operations Support. The anticipated period of performance is from 21 December 2020 - 20 December 2025 (inclusive of all option periods). The LOE CLINs will cover 12 months and will include an option provision to increase the level-of-effort of the line items up to 30%. The resultant contract anticipated award date is 20 December 2020. An Award Notice will be publicized, when applicable, along with the supporting Justification and Approval for Other Than Full and Open Competition (J&A), in accordance with Federal Acquisition Regulation (FAR) subpart 5.301, 5.303, and 6.305 under separate notice. The Government estimates the effort (total contract value) to be between $20M and $50M. The applicable North American Industry Classification System (NAICS) Code is 541330 and the size standard is $15.0M. The Government intends to negotiate solely with JRC Integrated Systems, Inc. under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This synopsis is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Interested parties must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. All responses received within forty-five days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
