This synopsis is hereby issued in accordance with FAR Part 5.203. The purpose of this synopsis is to announce Strategic Systems Programs Headquarter's intent to solicit, negotiate, and award a Firm-Fixed-Price (FFP) Completion and Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort type contract and subsequent modifications on a sole-source basis to the small business concern: Emcube, Inc. (Cage: 02NW1) located at 1900 N Beauregard St. STE 105 Alexandria, VA, 22311-1736. The requirement is to provide Command-Wide Capability Sustainment and Improvement function for U.S. Navy Trident II and Strategic Weapon Systems (SWS) programs and the United Kingdom Dreadnought programs. Specifically, the procurement will provide Systems Engineering and Training Support, Orientation and Culture Awareness Training, Security Engineering, Independent System Safety and Surety Support, Trident Training to United Kingdom Royal Navy, Leadership Training for Strategic Systems Programs and Field Activities, Ship Submersible Guided Nuclear (SSGN) Support and Life Extension II (LE2) System Support. A Statement of Work (draft) will be provided upon request from interested contractors. The anticipated period of performance is from 01 October 2019 through 30 September 2024 (inclusive of all option periods). The Government estimates the effort (total contract value) to be between $50M and $70M. The applicable North American Industry Classification System (NAICS) Code is 541330 and the size standard is $15.0M. The Government intends to negotiate solely with Emcube, Inc. under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This synopsis is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Interested parties must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. All responses received within forty-five days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Pursuant to the authority for other than full and open competition, 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This is a follow-on procurement to contract N00030-15-C-0009 to provide: Systems Engineering and Training Support, Orientation and Culture Awareness Training, Cybersecurity Support, Independent System Safety and Surety Support, Trident Training to United Kingdom Royal Navy, Leadership Training for Strategic Systems Programs and Field Activities, Ship Submersible Guided Nuclear (SSGN) Support and LE2 System Support. The effort requires a contractor with the current and unique capabilities, expertise and in-depth knowledge of the TRIDENT II D5 program history to provide un-interrupted highly specialized follow-on support. The Performance Work Statement (PWS) will be provided upon request. The anticipated period of performance of the contract will be approximately 12-months from date of award with four 12-months option periods.
