The Strategic Systems Programs Headquarter, Washington, D.C. intends to solicit, negotiate, and award a a sole-source contract to Emcube Inc., 1900 N Beauregard ST STE 105 Alexandria, VA, 22311-1736. Pursuant to the authority for other than full and open competition, 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This is a follow-on procurement to contract N00030-15-C-0009 to provide: Systems Engineering and Training Support, Orientation and Culture Awareness Training, Cybersecurity Support, Independent System Safety and Surety Support, Trident Training to United Kingdom Royal Navy, Leadership Training for Strategic Systems Programs and Field Activities, Ship Submersible Guided Nuclear (SSGN) Support and LE2 System Support. The effort requires a contractor with the current and unique capabilities, expertise and in-depth knowledge of the TRIDENT II D5 program history to provide un-interrupted highly specialized follow-on support. The Performance Work Statement (PWS) will be provided upon request. The anticipated period of performance of the contract will be approximately 12-months from date of award with four 12-months option periods. The U.S. Government highly encourages all interested sources (large and small) to respond to this sources sought notice. The applicable North American Industry Classification System (NAICS) Code is 541330 and the size standard is $15.0M. Interested contractors must be registered in System for Award Management (SAM) database(https://www.sam.gov/portal/public/SAM /) to receive a Government contract award. In response to this sources sought notice, please provide: (1) Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. (2) Identify whether your firm is interested in competing for this requirement as a prime contractor or subcontracting. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. (3) Information in sufficient detail (Not to exceed standard size pages) regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. This sources sought notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry (https://www.fbo.gov/). Based on the responses to this sources sought notice, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested sources are invited to submit a response to this sources sought notice by 11 March 2019 at 12:00 PM (EST).
