The Strategic Systems Program (SSP) is issuing a Request for Proposal (RFP) via the Federal Business Opportunities (FBO) website under notice N00030-19-R-1010. A sources sought notice was posted under N00030-19-R-0010 on 19 February 2019 with the intent of providing an opportunity for potential offerors to become aware of the subject requirement, determine interest, and to provide any clarifications. This RFP is for the requirement for Navy Enterprise Resource Planning (ERP) sustainment activities and future Navy ERP solution deployment support. This requirement was synopsized under FBO notice N00030-19-R-1010 posted on 18 April 2019. Offerors must direct questions concerning the solicitation in writing via email to the primary Point of Contact (POC) listed below. The Government will not accept telephonic questions or inquiries. Offerors shall submit questions within 10 days after release of the solicitation to allow time for responses to be prepared. The Government will accept questions up to the deadline of submission of proposals, but time may not permit responses prior to deadline. SSP intends to award a contract pursuant to the subject RFP in accordance with Section L. Per Section L-3.4 of the RFP, all proposals must be submitted by Monday, 1 July 2019 by 3:00 pm EST. No offers will be accepted after this close date and time.

The Strategic Systems Programs (SSP) plans to issue a Request for Proposal (RFP) for Custom Computer Programming Services. This is an 8(a) competitive follow-on contract for the services (including updates) currently provided under contract N00030-15-C-0018. The Contractor would provide support for the following functions; Production Operations and Business Process Teams Support, Data and Analytics Support, Customer Liaison (CL) Team Support, Field Activity Support, Program Management and Integration Support, SPEBO SME/Tier 2/3 Level Support, and United Kingdom (UK) business activity support. The Government intends to award a Firm Fixed Priced (FFP) Level of Efffort (LOE) type contract with a one (1) year base and four (4) one (1) year option periods. This is a 100% set-aside for competition among firms certified by the Small Business Administration as 8(a) Small Business. The NAICS code is 541511 with a size standard of $15.0M. This synopsis shall serve as the pre-solicitation notice for the RFP. The RFP would be issued and evaluated in accordance with FAR 12/15. The anticipated release date of the RFP is May 2019.
