NAVSEA is seeking applied biomedical research and diving equipment development focused on diver health, safety, and performance, deep diving advancements, and submarine escape and rescue, including diving task areas such as breathing gas supply, human performance, environmental protection, decompression, and tools/transportation/training. The BAA also covers submarine escape and rescue topics and other equipment, procedures, or medical protocols that improve Navy diver or submarine rescue safety and effectiveness. The effort uses a two-phase process: an initial pre-proposal followed by a full technical and cost proposal only for selected respondents. Typical projects are two years or less, though three-year projects may be considered, and contracts historically average around $300K or less in annual cost; this is informational, and proposals above or below that amount will be considered subject to budgetary constraints. The BAA is intended to remain open for a two-year period from publication, with work associated with FY2028 and FY2029 funding cycles.
