Update The reason for this updated posting on 2/16/2024 is to post answers to questions. Original The Naval Sea Systems Command (NAVSEA) is issuing solicitation N00024-24-R-6100 on behalf of the Program Executive Office (PEO) Undersea Warfare Systems (UWS), Towed Systems Program Office (PMS 4011) for Towed Body 34A (TB-34A) Array Systems. Interested offerors must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government. Information regarding this requirement was previously synopsized on 6 Oct 2023 on SAM.gov. The Government intends to award a single contract without discussions, as permitted by FAR 52.215-1, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary.

The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract. The Naval Sea Systems Command intends to issue a full and open competitive solicitation for a Fixed Price Incentive Fee (FPIF) contract to procure the production, integration, and testing for up to 70 Towed Body 34A (TB-34A) array systems, at a rate of up to 14 systems per year. The solicitation will also contain CPFF contract type for Engineering Services, FFP for Provisioned Items Orders, and Cost Reimbursable for other direct costs. The resultant contract will include one (1) base year and four (4) option periods, from FY24 through FY28. A Request for Proposal (RFP) is anticipated to be released in November 2023. A sources sought notice was issued related to this synopsis on SAM.gov on September 27, 2022 for TB-34A Production, Integration, Testing, N00024236100. It is recommended that interested parties should get familiar with the solicitation application of Procurement Integrated Enterprise Environment (PIEE). If a solicitation is issued it will be done electronically via the System for Award Management (SAM) website (https://sam.gov) and interested parties must comply with that announcement. SAM is the single point of entry for posting of the synopsis and solicitations. Interested offerors should monitor SAM for the release of the solicitation, and any applicable amendments.
