Updated 1/23/2024 NAVSEA is notifying all interested parties that its prior pre-solicitation notice, N0002424R5341, contained the solicitation number N0002424R5341. The solicitation number from has been updated to N0002425R5341. All other synopsis information remains unchanged for the AEGIS Ship Integration and Test (AEGIS SI&T) requirement. This procurement will be solicited via full and open competition with cost-plus-award-fee, cost-plus-fixed-fee, and cost-only line items consisting of a base period with nine (9) option periods. This notice is provided for information only, is not a Request for Proposal, and is not to be construed as a commitment by the Government to issue a contract. The Government will not pay for any effort expended in response to this notice. Included in this updated notice is an updated Draft RFP for N00024-24-R-5341 which includes a revised incentive plan structure, an updated Section L and M summary, and a Bidder's Question submittal. Additional information on the J-Attachment associated with the Incentive Plan can be found in the Bidder's Library in Attachment J-14. In order to recieve access to the Updated Draft RFP, please request access via the SAM.gov interface in the Attachments Section and notify the points of contact listed below via email requesting access. The Government requests feedback to be submitted from industry on or before 11/22/2024 close of business (5:00pm). Feedback shall be submitted via the S-2 Attachment. This draft is not final, the Government reserves the right to incorporate any feedback it chooses into the Final RFP. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Original Post The Naval Sea Systems Command (NAVSEA) is releasing a draft Request for Proposal (RFP) for industry questions and comments. This effort pertains to the performance of Aegis Ship Integration and Test (SI&T) which conducts combat system equipment testing and equipment troubleshooting for the Aegis Combat System aboard new construction Aegis Destroyer (DDG) 51 Class, in-service DDGs 51, and Aegis Cruiser (CG) 47 Class. This contract also contains scope for allied navy ships under Foreign Military Sales (FMS) programs, AEGIS land-based tactical sites, and Ballistic Missile Defense (BMD) capability upgrades. This effort is planned as a follow-on competition to contract N00024-15-C-5151 which was competitively awarded in September 2015. Included in this announcement is the draft sections B, C, F, and J of the anticipated contract, an abbreviated sections L and M, a Terms of Use Agreement (TOUA), and a Bidders Question Submittal Form. The Government will make available to potential Offerors a Bidder’s Library containing information to assist in the preparation of a proposal. To request access to the Bidder’s Library please submit an executed and valid DD 2345, Military Critical Technical Data Agreement, as well as an executed Terms of Use Agreement (TOUA) in order to receive the CUI documents and obtain access to the Bidder's Library. Please reference the name of your company and “N00024-24-R-5341 Bidder’s Library Access Request” (without quotes) in the subject line of the message. In the body of the email, provide the name and email address of a company individual who will receive instructions for receiving the Bidder’s Library materials. Please submit your access request email to the Points of Contact listed for this posting. The Government will verify the submitted documents and provide the designated company representative access instructions for the Bidder’s Library. Industry shall submit their feedback to the contacts listed in the Contact Information section within 30 days from the posting of this draft RFP. Questions regarding these draft documents shall be input into Attachment S-2 Bidders Question Submittal Form included with this posting and emailed to the Points of Contact listed for this effort on SAM.gov Responses may be incorporated into the final Request for Proposal (RFP) at the discretion of the Navy.
