The Naval Sea Systems Command (NAVSEA) intends to issue a Request for Proposal (RFP) to Metron, Incorporated of Reston, Virginia for the development of Combat System signal processing, tracking algorithms, tolls and display technologies for Undersea Warfare Systems including the Undersea Warfare Decision Support System (USW DSS) and Advanced Processing and Capability Builds for Surface Ship and Submarine systems (AxB). The resulting contract is awarded via full and open competition (See FAR 35.016). Metron submitted White Papers in response to Broad Agency Announcement (BAA) for Advanced Undersea Technologies N00024-17-IWS5A-01, posted on 16 March 2023. Metron was notified that their submitted White Papers would be pursued to Phase II in the form of a Request for Proposal on 13 June 2024. The anticipated contract award date will be in Q3 FY25 and the period of performance will consist of a base year and four option years. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis.
