The Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, a Request for Proposal (RFP) to L3 Adaptive Methods of Herndon, Virginia for the continued development, integration, test, and delivery of critical enhancements to the Undersea Warfare Decision Support Systems (USW DSS) area/mission planning capability and the AN/SQQ-89 integrated variant combat systems software. This contract will support the significant expansion of the effectiveness of today’s USW Command and Control (C2) systems and interconnected Combat Systems. The contract will be exempt from the requirement to pursue full and open competition in accordance with FAR 6.302-5: Authorized or Required by Statute. Statute is 15 U.S.C. § 638(r)(4). The anticipated contract award date will be in Q1 FY25 and the period of performance will consist of a base year and four option years. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract is solely within discretion of the Government. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis.
