The Naval Sea Systems Command (NAVSEA) is issuing solicitation N00024-23-R-6201 on behalf of the Program Executive Office (PEO) Undersea Warfare Systems (UWS), Submarine Combat and Weapons Control Program Office (PMS 425) for procurement of Submarine Warfare Federated Tactical Systems (SWFTS) Common Infrastructure Services (CIS) Common Computing Environment (CCE). The solicitation will be competed via a small business set aside. Interested offerors must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government. Information regarding this requirement was previously synopsized on 02 December 2022 on SAM.gov. The Government intends to award a single contract without discussions, as permitted by FAR 52.215-1, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary. SOLICITATION DOCUMENT ACCESS Solicitation documents and communications with industry will contain controlled and classified information. Offerors are required to have Defense Security Service (DSS) issued SECRET facility clearance, SECRET personnel clearances and SECRET safeguarding capability to gain access to this controlled information. Offerors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). PIEE Portal will be used for electronic proposal submission, Contractors are required to register in PIEE to obtain access to the solicitation module. To register in PIEE, go to https://piee.eb.mil/, and click Register. The DD 2345 must be approved prior to requesting access to CUI in the PIEE Portal. Contractors are responsible for coordinating with their CAGE code Data Custodian POC to request access to CUI.
