Delivery Order for the MK 46 Optical Sensor System (OSS) and the MK 20 Electro-Optical Sensor System (EOSS) The Naval Sea Systems Command intends to issue a Delivery Order modification under Basic Ordering Agreement (BOA) N00024-19-G-5307, with L-3 Kollmorgen Electro-Optical (L-3 KEO) of Northampton, MA, to fulfill a Provisioning Items Order for the MK 46 Optical Sensor System (OSS) and the MK 20 Electro-Optical Sensor System (EOSS). These efforts include, but will not be limited to, procuring, repairing, and refurbishing of spare parts utilized in life cycle support of the EOSS and OSS. L-3 KEO is the designer and original equipment manufacturer of the MK46 OSS and MK 20 EOSS. As the designer and developer of the MK46 EOSS and 20 OSS, L-3 KEO is the only source that possesses the necessary technical expertise, to provide the items in required timely manner. Parties interested in subcontracting opportunities should contact L-3 KEO directly. The proposed Delivery Order modification is for services which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement no later than fifteen (15) days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed Delivery Order modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
