The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Charles Stark Draper Laboratory (Draper) of Cambridge, Massachusetts using other than full and open competition pursuant to 10 U.S.C. 2304 (c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The contemplated contract is anticipated to cover FY23-FY27 production of the ACNS, to include one base year and four one-year options. The Government anticipates requirements for ACNS units, associated technical services, and the production of spares and repair parts. Draper is the original equipment manufacturer and sole supplier of the ACNS. No other source has the technical qualifications and the resources required to perform the work described herein within the Navy’s schedule requirement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via SAM.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. Responses to this notice must be received by 15:00 EST on 30 December 2021.
