The Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, a Request for Proposal (RFP) to Lockheed Martin Rotary and Mission Systems (LM RMS) of Manassas, Virginia, for the procurement of supplies and services in support of the Surface Ship Undersea Warfare Combat Systems (USWCS) AN/SQQ-89(V) program. These efforts include, but are not limited to: Procurement of processing hardware suites; Development, integration, and production of hardware baselines; Development through certification efforts of software builds and support of legacy builds; and Design agent support, training, systems studies, supply chain management, and technology insertion/refresh The contract modification will be awarded pursuant to statutory authority of 10 U.S.C. 3204(a)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The contract modification award date will be in Q4 FY22 and the end of the period of performance for this contract is in FY26. LM RMS is the incumbent Contractor currently providing AN/SQQ-89(V) development and production efforts under competitively awarded contract, N00024-18-C-5218. LM RMS is the only qualified source than can provide the required supplies and services to the Government within the scheduled timelines without significantly higher, non-recoverable costs and without experiencing unacceptable delays. Award to any other source other than LM RMS would result in significant non-recoverable costs and unacceptable Fleet delays. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract is solely within the discretion of the Government. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis.
