The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to Raytheon Company/Raytheon Missile Systems (RMS), 1151 East Hermans Road, Tucson, AZ 85756-9367, on a sole source basis, to provide Design Agent Engineering and Technical Support Services for FY22-FY27 in support of MK15 Close-In Weapon System (CIWS). CIWS includes the Phalanx, the SeaRAM, and the Land-based Phalanx Weapon System (LPWS). RMS is the only qualified producer of MK 15 Phalanx, SeaRAM, and LPWS Close-In Weapon Systems and is the only source known to possess the requisite knowledge and expertise to satisfactorily meet the requirements. MK-15 CIWS is highly complex and qualification of additional sources would require substantial investment in time and money. Companies interested in subcontracting opportunities should contact RMS directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Naval Sea Systems (NAVSEA) Command is conducting a market survey through this Sources Sought to identify potential sources capable of MK 15 Close In Weapon System (CIWS) Design Agent support services. CIWS consists of 3 variants: Phalanx, which utilizes a six barrel Gatlin gun; Land based Phalanx Weapon System (LPWS) and SeaRAM, which replaces the gun with an 11 round Rolling Airframe Missile (RAM) guide. CIWS is currently installed on USN and USCG ships and is also in use in foreign navies. The Phalanx CIWS weapon systems are also being installed on low-boy trailers with self-contained diesel electric power and cooling water. This configuration of the Phalanx CIWS is the MK 15 MOD 29 LPWS. The Design Agent performs engineering services to maintain, operate, upgrade and support overhaul of Phalanx Block 1B, SeaRAM and LPWS. These services include fleet, field and production support, software and hardware development and testing, configuration management, logistics, technical data package (TDP) maintenance, diminishing manufacturing support, system safety, system engineering, and program management.
