The Naval Sea Systems Command (NAVSEA) intends utilize other than full and open competition to award a sole source, cost-plus-fixed-fee and cost reimbursable contract to The Boeing Company of Seattle, Washington for the procurement of one year of Communication-as-a-Services (CaaS) network engineering code maturation services. CaaS is a software-defined network that provides provisioned delivery of mission critical data to applications (e.g. users, combat systems, sensors, command and control applications, etc.) based upon configurable policy and reservation-based access controls. Rather than applications relying on one, single communication resource (e.g. radio/tactical data link) to pass their data, CaaS acts as a broker between applications and multiple communication resources, and uses any combination to guarantee delivery of the transmitted mission-critical data. The anticipated contract is intended to be awarded pursuant to 10 U.S.C. 2304(c)(1) which states “only one responsible source and no other supplies or services will satisfy agency requirements.” SAM.gov is the Governmentwide point of entry (GPE) where Government business opportunities greater than $25,000— including synopses of proposed contract actions, solicitations, and associated information—can be accessed electronically by the public. Disclaimer: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement prior to the response date for this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via the GPE, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
