Special notice N00024-19-R-4317 identified the intent to issue a sole-source solicitation for the operation, maintenance, protection and certification of U.S. floating dry-dock SHIPPINGPORT (ARDM-4) to General Dynamics Electric Boat Corporation, 75 Eastern Point Road, Groton, CT 06340. The release of this solicitation was delayed to FY21. SHIPPINGPORT (ARDM-4) is located at the Naval Submarine Base, New London, CT. Electric Boat Corporation is the only private nuclear qualified shipyard certified to operate the floating dry-dock. The solicitation will provide support during a one-year base period commencing in FY21 and have an additional four one-year option periods. The contract will be issued pursuant to 10 USC 2304(c) (1), only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested firms may identify their interest and capability to respond to this requirement. Solicitation documents are not available at this time. A determination of the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Electric Boat Corporation directly.
