This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This RFI is for informational planning purposes and it is not to be construed as a commitment by the Government to issue an RFP, contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. This RFI is open to all interested parties both foreign and domestic. Should an RFP for production be issued, boat designs which originate outside the U.S. are permitted as long as the prime contractor can meet all domestic United States manufacturing and solicitation requirements. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. No specific information is required in response to this RFI; however, interested parties may respond and indicate interest as desired. PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing an RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to get industries’ input if the Navy were to award a contract for a new or used Landing Craft, Medium (LCM) or equivalent vessel able to carry out the below defined LCM mission set. The Navy plans to award a single solicitation in for an estimated two (2) Landing Craft Mediums in FY21 that will be delivered to Okinawa, Japan, separately with a minimal of 12 months apart. The notional schedule listed below is provided for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation because of this RFI. Release draft 3rd QTR FY21. Release final RFP 4th QTR FY21. DESCRIPTION: The vessels are used to transport a dive team and tools and equipment to inspect the fuel system to include the Single Point Mooring (SPM) and multi-buoy mooring system. All the associated equipment is inspected including the chains, valves, and piping on the sea floor. During tanker receipt, the current Landing Craft, Medium (LCM)’s are used to transport divers in the water to open valves on the sea floor, raise the hoses from the seafloor to the tanker. They also transport necessary personnel to the tanker ship to perform quality surveillance, lab testing, and perform loadmaster duties. The design of the LCM or equivalent must ensure a safe transfer of personnel from the LCM to the Jacobs ladder on the tanker. Additionally, these craft should allow performance of heavy maintenance, such as replacing the large 14-inch floating hoses on the SPM. The ability to lower the front deck on the LCM or equivalent craft facilitates the safe replacement of the hoses. LCM or equivalent craft should also utilize an on-board crane to assist in lifting these hoses from the water to the vessel and also loading equipment on the vessel. Prior to changing out the floating hoses, the LCM or equivalent craft should utilize the installed and portable tanks to remove the fuel from the hoses. Finally, these crafts are used for emergency fuel spill cleanup. The LCM or equivalent craft must be capable of maintaining and standing ready during all tanker missions to deploy fuel skimming equipment from the craft. The ability to deploy this equipment quickly can minimize the effects in the unfortunate case of a fuel spill. (loaded) Speed – 12 knots Fuel capacity –900-1200 gallons Range - 332 NM, 271 NM (light), 190 NM (loaded) Cargo capacity –46 tons Hoisting weight – 53 tons Internal storage tanks – 4,000 – 6,000 gallons capacity Ballast tanks – 300-500 gallons capacity Twin diesel powered engines Raised Captain house for easier visibility over bow ramp Crew break area (seated/protection from adverse weather) Pilot house and engine compartment connected 3 ton unic w/extended arm capability (mounted STBD/Port wing wall near bow ramp) Climate controlled Captain house/crew break area Clime controlled in engine room/compartment Fire suppression system Intercom system (internal/external) On boar air compressor & generators Push bumpers, removable (front/side) w/ ramp and walkway) for tanker on-boarding/off-boarding operations Tool storage/storage space Bench stock (minimal parts kept on board for repairs) On board skimmer system or skimmer storage (1 boat only) On board dive house for SSA dive equipment/gear storage (1 boat only) Toilets Ramp RESPONSES & SUBMISSION OF INFORMATION: Interested parties are free to submit any information which may assist the Navy in its market research on new or used crafts that can meet the above requirements.
