The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to contract with Lockheed Martin Rotary and Mission Systems (Lockheed Martin RMS) in Moorestown, New Jersey, for the procurement of FY 23-31 integration, test, delivery, and support effort for the Hobart Class DDG’s and Australia Surface Combatant (ASC) Hunter Class Frigates. The scope of work includes performing maintenance of the Developmental Land Based Test Sites (LBTS), integrate, test and support AEGIS Weapon System (AWS) configurations ready for install on Hobart Class DDGs and ASC. The anticipated contract will be awarded in or around the first quarter of calendar year 2023. Due to the complexity of the AWS modernization requirements described herein, a contractor must have intimate knowledge of all AEGIS system requirements, weapon specifications, and equipment design. As the original developer of AWS capabilities for the aforementioned FMS customer, Lockheed Martin RMS is the only contractor with detailed knowledge of and experience with the AWS designs as configured aboard the FMS customer ship classes, as well as the integration of both AEGIS Combat System (ACS) elements and FMS customer-specific systems with the AWS. Accordingly, the requirements described in this notice will be procured from Lockheed Martin RMS on a sole source basis under the authority of 10 U.S.C. 2304(c)(4). Lockheed Martin RMS is the only known source possessing the requisite knowledge and ability to fulfill the Navy’s requirement to provide continued support for AEGIS FMS customers without unacceptable delays. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
